Question : Separatist Activities in Kashmir

(a) whether the Government has conducted any inquiry to ascertain the nexus/collusion between disrupting elements sponsored by the neighbouring country and separatists in the Kashmir creating unrest in the valley and if so, the details thereof;

(b) the reaction of the Government thereto;

(c) whether the separatists have been provided various facilities by the Government and a substantial expenditure is incurred thereon and if so, the details thereof;

(d) whether the Government proposes to revisit the policy in place to deal with activities of separatists in the State including extension of facilities; and

(e) if so, the details thereof and if not, the reasons therefor?

STATEMENT REFFERED TO IN REPLY TO THE LOK SABHA STARRED QUESTION NO.*81 FOR 22.11.2016.

(a) & (b): Inputs indicate existence of nexus/collusion of disrupting elements sponsored by neighbouring country and separatists in Kashmir. Necessary action is taken against such elements in accordance with the provisions of law. Some of the key separatist leaders have been noted being in touch with militant leaders based in Pak/POK. They have also been believed to be receiving instructions and financial support from Pak establishment for such adverse activities.

(c): As reported by the Government of J&K, security cover is provided by the State Government based on Security Categorization decided by the State Security Review Coordination Committee which, inter-alia, includes PSOs, Guards and Vehicle(s).

(d) & (e): Security categorization is reviewed periodically by State Security Review Coordination Committee.
