(a) to (c): Various Working Groups constituted by Reserve Bank of India have suggested measures
for assisting distressed farmers. They have recommended that the financial and livelihood
counselling arc important for increasing viability of credit and that banks should actively
consider opening counselling centres in rural areas for credit and technical counselling.Pursuant
to the above, several Public Sector Banks (PSBss) have set up Rural Development and Self Employment
Institutes (RUDSETIs) arid Training Institutes for conducting training programmes from time to
time. Some of the PSBs have also opened Planners Training Centres and Credit Counselling Centres
on pilot basis to ensure timely and affordable credit to the rural masses.
