Question : Digitisation of Records of Gram Panchayats

(a) whether the Government is considering digitisation of properties and records of all gram panchayats;

(b) if so, the details thereof and if not, the reasons therefor; and

(c) the details of the other measures being implemented to make the functioning of the gram panchayats more efficient and transparent?

(a) & (b) Subject of “Land” and “maintenance of land records” falls within the jurisdiction of States, which is stated in Entry 18 and 45 of List II—State List of the Seventh Schedule of the Constitution of India. Therefore, power to enact laws relating to “Land” vests in the Legislatures of the States. Nonetheless, Department of Land Resources, Government of India is implementing Computerization of Land Records of all revenue villages across the country through States/UTs. The State-wise progress of the Computerization of Land Records is at Annexure.

(c) Towards enhancing efficiency and transparency of the Gram Panchayats, , the Ministry of Panchayati Raj (MoPR) is implementing e-Panchayat Mission Mode Project (MMP) wherein a suite of core software applications for Panchayats have been developed. These applications are collectively called Panchayat Enterprise Suite (PES) which address planning, budgeting, implementation, accounting, monitoring, social audit and delivery of citizen services like issue of certificates, licences, etc. These applications are available to all the Gram Panchayats. Apart from this, for capacity building, training is imparted to the Gram Panchayat Elected Representatives and Functionaries through the Rashtriya Gram Swaraj Abhiyan (RGSA).
