(a) the criteria being adopted for the selection of beneficiaries under the Pradhan Mantri Gramodaya Yojana (PMGY) ;

(b) the percentage of housing quota fixed for the Scheduled Castes/Scheduled Tribes and Other Backward Classes under PMGY;

(c) the persons likely to be benefitted under this scheme;

(d) whether the guidelines for this scheme have been circulated to all the States;

(e) if so, the details thereof;

(f) whether the Government have received any proposals from the State Governments under this scheme; and

(g) if so, the details and the present position thereof ?

(a) to (c) The Pradhan Mantri Gramodaya Yojana has six components namely Rural Roads, Primary Health, Primary Education, Rural Drinking Water, Rural Shelter and Nutrition. Ministry of Rural Development is responsible for monitoring the implementation of three components which are Rural Roads, Rural Drinking Water and Rural Shelther. Rural Roads & Rural Drinking water components under PMGY are not individual beneficiary oriented programmes. Beneficiaries under Rural Shelter Component are selected by the Gram Sabha. Not less than 60 % of the total allocated funds during a financial year can be utilized for construction of dwelling unit for SC/ST BPL families, while funds to the tune of 3 % are earmarked for the benefit of BPL disabled persons under Rural Shelter (Rural Housing) component of the Scheme.

(d) & (e) The Guidelines for the Rural Drinking Water and Rural Shelter (Rural Housing) components have been framed and circulated to all the States. The Guidelines for the Rural Roads component of the Scheme are under finalization.

(f) & (g) Yes, Sir. A few proposals for implementing the Schemes monitored by the Ministry of Rural Development were received and recommended to Ministry of Finance for release of funds. However, for speedy implementation of the Schemes, the Ministry of Finance have already released first instalment of grant amounting to about Rs. 185 crore each for the Rural Drinking Water and Rural Shelter (Rural Housing) components of the Schemes.
