(a): Government approved a Central Sector umbrella Scheme, ‘Pradhan Mantri Kisan SAMPADA Yojana (PMKSY)’ in 2017 to promote setting up, modernisation and capacity enhancement of food processing industries in the country. The PMKSY has component schemes viz; (i) Mega Food Parks, (ii) Integrated Cold Chain and Value Addition Infrastructure, (iii) Infrastructure for Agro-Processing Clusters, (iv) Creation of Backward and Forward Linkages, (v) Creation/ Expansion of Food Processing & Preservation Capacities, (vi) Food Safety and Quality Assurance Infrastructure, (vii) Human Resources and Institutions, (viii) Operation Greens. The PMKSY is not any region specific and is implemented across the country including in the states of Maharashtra and Odisha. Ministry of Food Processing Industries has invited proposals against the Expression of Interest (EoI) from time to time for setting up of food processing units/ industries in the Country.
(b): Ministry of Food Processing Industries (MoFPI) had been implementing the Scheme for Creation/Expansion of Food Processing and Preservation Capacities (CEFPPC) under PMKSY to incentivize the setting up of Food Processing units throughout the country including Maharashtra and Odisha. Ministry have received total 1351 no. of proposal under the Scheme for Creation/Expansion of Food Processing and Preservation Capacities (CEFPPC) under PMKSY for setting up of food processing units from all over the country. The list of State-wise no. of proposals received under scheme is attached as Annexure-I.
(c) & (d): MoFPI has not conducted any study for setting up of FPIs specific to Maharashtra. In order to meet the credit demand of the food processing sector, the food and agro based processing units and cold chain infrastructure have been brought under the ambit of Priority Sector Lending (PSL) by the Reserve Bank of India (RBI) with effect from 23.04.2015. A special food processing fund of Rs. 2000 crore has been created with National bank for Agriculture and Rural Development (NABARD) in 2014-15 for providing affordable credit to designated Food Parks and Agro Processing Units located in the designated Food parks. Further, under various schemes of the PMKSY, subsidy is provided to the investors in food processing sector to enhance their credit worthiness for bank loans to set up various food processing industries.
(e): Ministry has approved 68 agro processing clusters so far under scheme of Creation of Infrastructure for Agro-Processing clusters of PMKSY. The State-wise details of approved agro processing clusters is attached as Annexure-II.
(f): The State-wise (including Odisha) details of the assistance provided to the Entrepreneurs so far for setting up of the food processing units till date is attached at Annexure-III.
