Question : Setting up of Anganwadi Centres

(a) the number of anganwadi and mini Anganwadi centres presently functional in the country along with the facilities/ amenities provided and number of beneficiaries therein, State/UT-wise;

(b) the funds allocated/released and utilized by them during each of the last three years and the current year, State/UTwise

(c) whether the Government proposes to set up/ construct more anganwadi centres in the county and if so, the details thereof indicating the proposals received from States/UTs in this regard along with proposals approved/ lying pending and the funds allocated/released thereunder, State/ UT-wise;

(d) whether the Government has taken note that quality of food is poor in anganwadi centres across the country due to lack of proper monitoring and if so, the reaction of the Government thereto;

(e) whether the Government has taken note that many anganwadi centres do not have permanent buildings and functioning in rented buildings across the country and if so, the details thereof, State/UT-wise; and

(f) the action plan of the Government for construction of their permanent buildings and provision of basic amenities/ infrastructure indicating the target fixed in this regard along with the funds provided for the purpose during the said period?

(a): The number of Anganwadi and mini-Anganwadi centres (AWCs/ mini-AWCs) presently functional in the country along with number of beneficiaries and facilities/ amenities provided in such centres as on 30.09.2016 are as under :

(c) & (f): States/ UTs submit their Annual Programme Implementation Plan (APIP) every year including proposal for construction of Anganwadi Centres (AWCs). The number of Anganwadi Centres to be constructed in a particular year is decided depending on the availability of funds vis-à-vis the proposals received through the APIP. States/ UT-wise details of units sanctioned for construction of AWC buildings and funds released during 2013-14 and 2014-15 including units proposed and sanctioned during 2016-17 is given at Annexure- III.

Ministry of Women and Child Development to construct 4 lakh AWC buildings during the next 4 years @ 1 lakh unit per year in convergence with Ministry of Panchayati Raj and Ministry of Rural Development. Joint Guidelines in this regard have been issued on 17.02.2016. States/ UTs have been advised to construct toilets and provide drinking water facilities at AWCs by leveraging grants sanctioned to the States/ UTs under the 14th Finance Commission.

The States/ UTs have also been advised to leverage funds for Construction of AWC buildings from other schemes such as MPLADS, MLALADS, Backward Region Grant Fund (BRGF), Rural Infrastructure Development Fund (RIDF), Panchayati Raj Institution (PRI), Multi Sectoral Development Programme (MSDP) of Ministry of Minority Affairs etc.




(d): ICDS Scheme is implemented by the State Governments/UT Administrations as per the guidelines/ instructions issued by Government of India. The role of Government of India is to form guidelines/ instructions for implementation of the Scheme, release of the funds in the prescribed ratio and monitor the implementation of the Scheme. SNP is provided to the ICDS beneficiaries as per the guidelines issued by Government of India dated 24.02.2009. The SNP provided to the ICDS beneficiaries is required to be prepared as per the guidelines and the standards prescribed.

The complaints/irregularities reported to this Ministry regarding poor quality of food are referred to the State Governments for report and rectification. As regards the monitoring, the Government of India has prescribed a 5 tier monitoring Committee at the National, State, District, Block and Anganwadi Centre level to monitor the implementation of the ICDS Scheme including quality of supplementary nutrition at the AWCs/ mini-AWCs. Review meetings are taken at the highest level with the States/UTs. Instructions are also issued to the State Governments from time to time about maintaining quality of the food, cleanliness and hygiene at the AWCs.

(e): As per information available for 12.45 lakh AWCs, about 3.83 lakh AWCs (30.78%) are operating/ running from Government Own Buildings, 4.15 lakhs AWCs (33.31%) from rented buildings and remaining AWCs are operating/ running from other places as per details given below :
