Question : NATIONAL COUNCIL FOR TEACHER TRAINING



(a) whether according to National council for Teacher Training (NCTE) report submitted to his Ministry, many Teacher Training Institutes exist on paper only and do not have proper infrastructure to run the institute;

(b) if so, the number of institutions inspected by NCTE during the last three years, State-wise;

(c) the findings of NCTE in this regard; and

(d) the manner in which the Government plans to meet the increasing demand of teachers to make Right to Education Act, a success?

(a) to (c): The Regional Committees of the National Council for Teacher Education (NCTE) have conducted various enquiries and inspections in respect of institutions which were reported to have sub-standard functioning and inadequate instruction and infrastructural facilities. Number of inspections undertaken in various States during last three years is as per Annexure. After affording due opportunity to such institutions, the Regional Committees have withdrawn recognition of 585 institutions during the period 01-01-2009 to 10-05-2010.

(d): The NCTE is mandated to achieve planned and coordinated development of teacher education system in the country. In pursuance of this objective, the NCTE grants recognition to institutions for conducting various teacher education courses in order to prepare teachers for various stages of the schooling system. The NCTE also grants recognition to institutions for conducting teacher education courses in distance mode to enable untrained teachers to acquire the prescribed qualification.
