Question : FUNDS FOR TRIBALS



(a) whether central allocation under the Tribal Sub-Plan is made for Scheduled Tribes in proportion to their population;

(b) if so, the details of funds allocated and utilised during each of the last three years and the current year, State/UT-wise and scheme-wise including Jharkhand and Karnataka;

(c) whether the Government is aware of such tribal funds not being fully utilised and little improvement being noted in the ground;

(d) if so, the details thereof and the reasons therefor; and

(e) the corrective measures taken by the Government in this regard?

MINISTER OF STATE IN THE MINISTRY OF TRIBAL AFFAIRS (SHRI MANSUKHBHAI DHANJIBHAI VASAVA)

(a): Yes, Madam. Planning Commission has issued Tribal Sub Plan guidelines from time to time to States/UTs and Central Ministries/Departments to allocate funds in proportion to the Scheduled Tribe population.

(b): As per the information provided by the Planning Commission, State/UT-wise details of funds allocated and utilised during the last three years and the current year for all States/UTs implementing the TSP, including Jharkhand and Karnataka, is placed at Annex. Scheme-wise information is not maintained by the Planning Commission.

(c) to (e): Planning Commission has noticed that some of the States/UTs are not fully utilizing funds allocated under Tribal Sub Plan. Therefore, at the time of approval of the Annual Plans, the Planning Commission insists States/UTs to fully utilize the funds allocated for the targeted groups. Also, the guidelines of the Planning Commission stipulates for non-diversion of funds meant for tribal areas and comprehensive monitoring framework with well-defined indicators covering provisioning, service delivery standards as well as outcomes.
