(a) & (b): In order to boost the textile sector in the country, the Government has been implementing several policy initiatives and schemes such as the Technology Upgradation Fund Scheme (TUFS), Scheme for Development of Technical Textiles, Schemes for the Development of the Powerloom Sector, Integrated Scheme for Powerloom Sector Development (ISPSD), Scheme for Integrated Textile Parks (SITP), Schemes for Development of Silk and Sericulture sectors etc.
In the Handloom Sector, National Handloom Development Programme is being implemented for development of the sector and welfare of handlooms weavers is being promoted through Handloom Weavers Comprehensive Scheme, Comprehensive Handloom Cluster Development Scheme, Health Insurance Scheme, Mahatma Gandhi Bunkar Bima Yojana and Yarn Supply Scheme etc. These schemes ensure regular supply of basic raw material to the handloom sector and help utilize the employment potential of the sector.
Under the National Handicrafts Development programme (NHDP), raw material depots are setup to facilitate easy availability of quality and graded raw material to artisans/ entrepreneurs/ units at a reasonable rates. Other schemes such as Ambedkar Hastshilp Vikas Yojna, Design & Technology Upgradation, Marketing and Support Services, Research and Development, Human Resource Development, Welfare Schemes and assistance for creation of Capital Infrastructure are implemented for the overall development of Handicraft Sector and welfare of Handicrafts Artisans.
The Government of India has recently notified the Amended Technology Upgradation Fund Scheme (A-TUFS) for Technology upgradation in the textiles sector. Further, the Government has also recently approved a special package to boost production, employment generation and export in the Textile and Apparel Sector which includes enhanced subsidy of 25% to garmenting units, under Amended-TUFS based on their production and employment output; Enhanced Duty Draw Back; Amendment in Section 80JJAA of Income Tax Act and modification of Labour Laws to support the garmenting sector.
(c) to (e): With a view to address the trained manpower needs of various segments of textiles, Ministry of Textiles is implementing National Handloom Development Programme, National Handicraft Development Programme (NHDP) and Integrated Skill Development Scheme (ISDS) across the country including North Eastern States during 12th Five Year Plan. Details of persons trained in handloom sector under National Handloom Development Programme, handicraft sector under National Handicrafts Development Programme (NHDP) and Integrated Skill Development Scheme (ISDS) in the country including North-Eastern States during last three years and current year is given in Annexures I to III.
