Question : Central Assistance under NDRF

(a) whether Central Assistance is given under the National Disaster Response Fund or National Disaster Risk Management Fund to the States;

(b) if so, the details and the criteria thereof;

(c) the details of the amount allocated and sanctioned during each of the last three years under the said Funds, State and UT-wise;

(d) the details of demands received from the State Governments for disbursal of relief for natural calamities during the said period, State and UT-wise; and

(e) the details of the mechanism evolved to tackle the natural calamities that occurred during the last year?

(a) to (d): The primary responsibility of disaster management, including undertaking disbursal of relief to affected people, rests with the State Governments. The Central Government supplements the efforts of the State Governments and provides requisite logistics and financial support. For providing relief to the affected people in case of 12 notified natural disasters, State Disaster Response Fund (SDRF) is placed at the disposal

of the State Governments. Additional financial assistance is provided from National Disaster Response Fund (NDRF), as per laid down procedure in case of disaster of ‘severe nature’, which includes an assessment based by an Inter-Ministerial Central Team (IMCT). The Guidelines on Constitution and Administration of National Disaster Response Fund (NDRF) is available on website at https://ndmindia.mha.gov.in/images/NDRFSDRF_06042017.pdf. There is no State-wise allocation of funds under NDRF.

Based on the Memorandum submitted by the State Governments in case of disaster of ‘severe nature’ and assessment by the IMCTs, the details of amount released by the Central Government to States from NDRF during financial years 2018-19 to 2020-21 (as on 15.03.2021) are at Annexure.

(e): There are institutional mechanisms at the National and State level in the country to develop appropriate preparedness, and prompt response mechanism for effective management of natural disasters, including mobilizing resources, taking necessary measures to educate people at the time of natural calamities, which include increasing awareness/ forewarning/ mock drills on various calamities/ sensitizing people involving the stake holders.
