Question : Recruitment Process in PSUs

(a) whether discipline-wise recruitment process is being adopted in Public Sector
Undertakings (PSUs);
(b) if so, the details thereof along with the date when it was started and the details of
the discipline-wise recruitment process since 1993;
(c) whether the format of roster register of DoPT has been changed between 1993 to
2019 and if so, the details thereof;
(d) whether it is causing any adverse effect on OBC candidates; and
(e) the details regarding the draft of the roster register and discipline roster issued by
DoPT and DPE between 1993 and 2019?

(a & b): Recruitments to posts below Board level in Central Public Sector Enterprises
(CPSEs) are done by the management of CPSEs as per their human resource (H.R.)
policies within broad guidelines issued by the Government. While formulating these
policies, statutory provisions regarding reservation are followed by CPSEs. Department
of Public Enterprises (DPE) collects data in respect of the number of employees, breakup
of executives and other categories of employees as well as the number of Schedule
Caste (SC), Schedule Tribe (ST) and Other Backward Class (OBC) employees.
Information in respect of discipline-wise employees or their recruitment is not maintained
centrally by DPE.

(c to e): Department of Personnel and Training (DoPT) vide Office Memorandum (OM)
No.36012/2/96-Estt(Res) dated July 2, 1997 had circulated general principles for making
and operating the reservation roster post wise. Through OM dated 25.02.2015, DPE
stipulates that instructions as issued by Government in respect of reservations for SC/
ST/ OBC/ Disability & Ex-servicemen are to be mutatis mutandis extended to all CPSEs
unless specified otherwise by DPE. Presidential Directives / instructions are also issued
to CPSEs by their administrative Ministries / Departments to ensure reservation in
employment as applicable to Central Government Ministries / Departments.
