(a) whether adequate measures have been undertaken for conservation and harvesting of water including rain water and towards effective implementation of such measures in all the districts of the country, if so, the details thereof;
(b) the quantum of financial assistance granted and utilized for the purpose during the last three years and the current year, State/UT-wise;
(c) the details of programmes started and implemented by various States including Gujarat for the purpose along with the progress made thereunder so far; and
(d) the further steps taken/to be taken to encourage the said activity in the country?

(a) to (d) Water being a State subject, necessary measures are being undertaken by the State Governments for rainwater harvesting and artificial recharge to ground water. Government of India is however giving due emphasis in promoting rainwater harvesting and artificial recharge measures by supplementing the efforts of State Governments through technical and financial support under various schemes.
Following steps have been taken to encourage water conservation and rain water harvesting:
• State-wise expenditure on Water Conservation and Water Harvesting works under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) of the Ministry of Rural Development for last three years and current year is given at Annexure-I.

• During XI Plan, Demonstrative Artificial Recharge Projects were taken up under Central Sector Scheme “Ground Water Management & Regulation”. State-wise details of the funds released for spill over work under this artificial recharge project during last three years i.e., 2012-13, 2013-14 & 2014-2015 is given in Annexure-II. No funds have been released in the current year i.e. 2015-16. The work of Artificial Recharge of Ground Water has been brought under MGNREGA during the XII Plan period.
• A conceptual document entitled “Master Plan for Artificial Recharge to Ground Water in India” has been prepared during the year 2013, which envisages construction of different types of Artificial Recharge and Rainwater Harvesting structures in the Country in an area of 9,41,541 sq.km for harnessing surplus monsoon runoff to augment ground water resources. The Master Plan has been circulated to all State Governments for implementation.
• A ‘Model Bill’ has been circulated by this Ministry to all the States &UTs to enable them to enact suitable ground water legislation for regulation and development which includes provision for Rainwater harvesting. So far 15 States/ UTs have adopted and implemented the ground water legislation on the lines of Model Bill.
• Central Ground Water Authority (CGWA) has issued advisory to States/ Union Territories and Ministry of Urban Development to take necessary measures for adopting rain water harvesting/ artificial recharge in all the Government buildings. Thirty one States/UTs have made rainwater harvesting mandatory by enacting laws / formulating rules & regulations / by including provisions in building bye-laws / through suitable Government Orders etc.
• CGWB has been organizing mass awareness programmes in the Country to promote rain water harvesting and artificial recharge to ground water.
• Ministry of Urban Development in its Draft Model Building Bye-Laws (2015) has incorporated a Chapter on Provision of Rain Water Harvesting.
