Question : Compilation of SECC Data

(a) whether the Government has compiled data regarding socio-economic and caste census 2011;

(b) if so, the details thereof, State/UTwise including Bihar and Uttar Pradesh;

(c) if not, the reasons therefor and the time by which compilation work is likely to be completed and data is to be released to the public;

(d) whether the Government proposes to take any action on the basis of the census and if so, the details thereof; and

(e) whether the names of the castes which found eligible to be included under BC, SC and ST at social, economic and educational level are also likely to be released alongwith the data and if so, the details thereof?

(a) & (c): The Ministry of Rural Development launched a Socio Economic and Caste Census(SECC) in 2011 to generate information on a large number of social and economic indicators for ranking of households in rural and urban areas across the country. The process of the SECC 2011 has been concluded in March, 2016. The finding of the census is in public domain (www.secc.gov.in). Ranking of Households is made through a three-step process involving 13(thirteen) Automatic Exclusion parameters for identifying not-poor households, 5 (five) Automatic Inclusion parameters for identifying poorest of the poor households and 7 (seven) Deprivation Criteria for identifying poor households. State/UT wise details of the findings of Socio Economic and Caste Census 2011(Rural) including that of Bihar and Uttar Pradesh are at Annexure.

(d): The Ministry of Rural Development is using the SECC data in its programmes. The SECC data is being used for selecting beneficiaries in Pradhan Mantri Aawas Yojana (PMAY). Under Deendayal Upadhyaya Yojana –NRLM programme, SECC data is being used to undertake planning for poverty free Panchayats and involves PRI and Self Help Groups and in Deendayal Upadhayay Grameen Kaushalya Yojana to identify and train persons who are poor. In Rural Self Employment Institutes (RSETI), reimbursement of training costs is made in respect of all such candidates whose SECC data reflects at least one deprivation factor.

(e): The Caste Census aspect of Socio Economic and Caste Census 2011 is under the jurisdiction of Office of the Registrar General & Census Commissioner, Ministry of Home Affairs.
