Question : Villages Covered under National Rural Livelihood Mission

(a) the number of villages covered by the National Rural Livelihood Mission, State-wise along with Rajasthan’s district and block distribution;

(b) the number of Self Help Groups (SHGs) registered in the national network;

(c) whether the Government is planning to introduce technical and managerial training for women to run businesses digitally;

(d) whether the Government has improved the market linkages of SHGs over the past year, alongwith the future action plans for the same; and

(e) whether the Government has any data to boost SHGs in rural economies across States, if so, the details thereof, State-wise and district-wise particularly Rajasthan?

(a) The number of villages covered by the Deendayal Antyodaya Yojana-National Rural Livelihood Mission (DAY-NRLM), State-wise is attached at ANNEXURE-I and a list of districts covered under DAY-NRLM with the number of blocks and villages covered in Rajasthan is attached at ANNEXURE-II.

(b) As on 31st October, 2021, 72,62,021 Self Help Groups (SHGs) have been promoted under Deendayal Antyodaya Yojana-National Rural Livelihoods Mission (DAY-NRLM).

(c) Start-up Village Entrepreneurship Programme (SVEP), the sub-scheme under the Deendayal Antyodaya Yojana-National Rural Livelihoods Mission (DAY-NRLM) supports the members of Self-Help Groups (SHGs) and their family members to set-up small enterprises in the non-farm sector. The entrepreneurs are provided various types of training for running their business including skill training in identified sector, managerial training etc. Specific training and other support are also provided to SHGs for on-boarding their products in e-commerce platforms including the Government-E-Marketplace.

(d) DAY-NRLM has taken several initiatives to improve the market linkages of SHGs for selling their products which are listed as below:
i. Saras Fairs at the National and State level for selling SHG products.


ii. Supporting SHGs to register on Government e-Market Place (GeM) and having a dedicated store front called Saras Collection; 329 SHG producers have registered 923 products on GeM.

iii. Memorandum of Understanding with Flipkart Internet Pvt. Ltd to support SHG products.

(e) Ministry is implementing Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM) across the country since 2011 in a mission mode with the objective of organizing the rural poor women into Self Help Groups (SHGs), and continuously nurturing and supporting them to take economic activities till they attain appreciable increase in income over a period of time to improve their quality of life and come out of abject poverty. It has a provision for providing Community Investment Support Fund (CISF) to the Self Help Groups (SHGs) in the form of Revolving Fund (RF) and Community Investment Fund (CIF) for supporting activities of SHGs. The total amount of Capitalization Support i.e CIF and RF provided to SHGs State-wise including Rajasthan is attached at ANNEXURE-III.
Further, in order to reduce the effective cost of bank credit to women SHGs, DAY-NRLM provides Interest Subvention and additional Interest Subvention to SHGs from Financial Year 2013-14.All women SHGs whose members are from the DAY-NRLM target group, are eligible for receiving Interest Subvention equal to the difference between the borrowing rate of interest and 7%. The funding for this subvention is being provided to the State Rural Livelihoods Missions (SRLMs) by this Ministry. In addition, in respect of 250 backward districts, all women SHGs can avail loans up to Rs.3.00 Lakh each at 7% rate of interest per annum, with an additional interest subvention of 3% on prompt repayment, reducing the effective interest rate to 4%.

Since 2013-14 women SHGs have cumulatively leveraged a credit of Rs.4.35 Lakh Crores from Banks to take up income generating activities that contribute to growth of rural economy. The total amount disbursed to SHGs State-wise is provided in ANNEXURE-IV and the total amount disbursed to SHGs in Rajasthan, district-wise is provided in ANNEXURE-V.
