Question : Utilization of Budget on Healthcare

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:
(a) whether it is a fact that Union Government is allocating huge funds to States for ongoing health programmes in every budget;
(b) if so, the total allocation made by the Union Government to States Governments for different health schemes during the last three years, year-wise and scheme-wise and the status of funds utilized by States;
(c) whether States Governments are required to submit fund utilization certificate to Union Government, if so, the details thereof and such States who have not submitted such certificates during the last two years;
(d) whether the Government has stopped releasing funds to these States for want of utilization certificate; and
(e) if so, the details thereof and steps taken or being taken by Government to ensure that funds so allocated are utilized judiciously?

(a): Yes, sufficient funds are being allocated to States for ongoing health programmes in every budget.

(b): A statement showing state-wise/scheme-wise allocation, and the status of funds utilized during last three years is available at https://main.mohfw.gov.in/sites/default/files/Annexure%204081.pdf

(c) to (e): As per the provisions of General Financial Rule (GFR) 2017, all releases under National Health Mission (NHM) are made after the receipt of Provisional/Audited Utilization Certificates from the States/UTs.
