Question : Promotion of Organic Farming


(a) whether it is true that the Government has taken various steps to promote organic farming in the country and if so, the details thereof;

(b) the details of progress made regarding the implementation of organic farming schemes in the country;

(c) the amount of funds allocated to establish the bio fertilizers units under the scheme and the details thereof for the last three years; and

(d) whether the Government is providing facilities to those who make fertilizers from waste and cow dung and if so, the details thereof?

(a) to (d): Government has been promoting organic farming through dedicated schemes namely Paramparagat Krishi Vikas Yojana (PKVY) and Mission Organic Value Chain Development in North East Region (MOVCDNER). Farmers are provided financial assistance of Rs 31000/ ha / 3 years under PKVY and Rs 32500/ ha/ 3years under MOVCDNER for organic inputs such as seeds, bio-fertilizers, bio-pesticides, organic manure, compost/ vermi-compost, botanical extracts etc. Apart from this, support is also provided for Clusters/ Farmers Producers Organization (FPO) formation, training, certification, value addition and marketing of their organic produce. Organic cultivation on either side of River Ganga under Namami Gange of National Mission of Clean Ganga (NMCG), and Large Area Certification have also been introduced under PKVY to increase area under organic farming.






Bhartiya Prakritik Krishi Padhati (BPKP), under Paramparagat Krishi Vikas Yojana (PKVY) is also being implemented since 2020-21 to promote traditional indigenous practices. The scheme mainly emphasizes on exclusion of all synthetic chemical inputs and promotes on-farm biomass recycling with major stress on biomass mulching, use of cow dung-urine formulations and other plant based preparations. Under BPKP, financial assistance of Rs 12200/ha for 3 years is provided for cluster formation, capacity building and continuous handholding by trained personnel, certification and residue analysis.

Progress made under PKVY scheme since 2015-16
• Total funds released INR 1665.23 crore
• Total 6.48 lakh ha area has been covered
• 16.19 lakh farmers have been benefitted in 32384 clusters in both phases.
• In addition to above organic farming in 1.23 lakh ha area under Namami Gange Program
Under natural farming (BPKP) fund released for 4.09 lakh ha area.
• 8 States namely Madhya Pradesh, Uttarakhand, Tamil Nadu, Jharkhand, Maharashtra, Punjab, Chhattisgarh and Tripura have developed their own brands for organic products.

Progress made under MOVCDNER scheme since 2015-16
• Total funds released INR 782.73 crore
• 177 FPO/FPCs created covering 156767 farmers and 177337 ha area
• 242 Collection, Aggregation, Grading units, Custom Hiring Centres, 74 processing and pack house entities created under FPO/FPCs and private ownership
• 124 transportation vehicles provided to FPO/FPCs
• 7 NE states developed their own brands for organic products

Under Soil Health Management (SHM), assistance is provided @ Rs 160 lakh /unit (200MT capacity) to State Governments for establishment of bio-fertilizer production unit on 60:40 sharing between GoI and State Government. So far 15 bio-fertilizers production units have been established under the scheme.
