Question : Appraisal of MGNREGS

(a) the funds allocated to Uttar Pradesh and the expenditure incurred under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) during the last three years and the current year;

(b) whether the Union Government received any complaints of irregularities in the implementation of the said scheme in the State including misuse of funds;

(c) if so, the details thereof and the action taken by the Union Government on those complaints; and

(d) the steps being taken to monitor the implementation of the said scheme in the State?

(a): The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) is a demand driven programmes hence no State/UTs- wise allocation of fund is made. Details of amount released and expenditure under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in Uttar Pradesh during the last three years and the current year is at Annexure.

(b)&(c): The Ministry, under MGNREGA receives complaints of irregularities including misuse of funds etc. from States/UTs including the State of Uttar Pradesh. Since the responsibility of implementation of MGNREGA is vested with the State Governments, all complaints received in the Ministry are forwarded to the concerned State Governments for taking appropriate action including investigation, as per law. Detailed instructions by way of Standard Operating Procedure (SOP) for dealing with complaints have also been issued to all States/UTs including Uttar Pradesh.

(d): The Ministry has established a comprehensive system of monitoring and review mechanism for MGNREGA in States/UTs including Uttar Pradesh. The monitoring of implementation of MGNREGA is regularly done in the Performance Review Committee meetings, Video conferences and weekly meetings. State specific reviews of States including Uttar Pradesh are also undertaken from time to time. Officers of the Ministry and National Level Monitors also visit various districts to oversee the performance of MGNREGA.
