Question : Accident Prone Spots

(a) the number of accident prone spots identified on National Highways across the country during each of the last three years and the current year, State/UT-wise;
(b) the number of accidents reported on such spots along with the number of deaths reported in such accidents during the said period, State/UT-wise;

(c) whether the Government has received complaints of engineering defects on such spots during the said period;

(d) if so, the details thereof, State/UT-wise and the reasons therefor along with the action taken/being taken by the Government on such complaints so far;

(e) whether the Government has conducted road safety audit of National Highways during the said period, if so, the details and the outcome thereof and if not, the reasons therefor; and

(f) the steps taken/being taken by the Government to prevent road accidents to enforce safety laws and eliminate engineering defects on NHs across the country?

(a) and (b) 726 road accidents black spots are identified based on 2011, 2012 & 2013 combined fatality data and 63 black spots based on 2014 fatality data obtained from Police authorities of various states. Data for calendar year 2015 and 2016 is under compilation by Transport Research Wing of Ministry of Road Transport & Highways. State/UT-wise details of identified black spots on NHs and the fatalities at those spots are at Annex-I.

(c) and (d) Road improvement proposals and detailed project reports are reviewed by different road authorities like independent engineers, authority engineers, proof consultants and engineers of highway departments. The defects noticed are corrected and actions are taken as per the terms of contract agreements.

(e) Government has conducted Road Safety Audit of National Highways of 18055 Km length in the last 3 years. The recommendations of Road Safety Audits are incorporated to the extent feasible.

(f) Enforcement of traffic laws is the responsibility of State Governments concerned. Central Government has taken various steps in respect of review of Motor Vehicles Act and engineering measures like carrying out Road Safety Audits on NHs, identification and rectification of Road accident black spots, incorporation of Road Safety items in the highway improvement works etc.
