Question : Pending Projects

(a) whether the Government has received any requests from Tamil Nadu for the approval and sanction of funds for the Athikadavu-Avinashi Flood Canal Scheme, extension/renovation/modernization of Grand Anicut Canal and the linking of the rivers Cauvery-Vaigai-Gundar in the State;

(b) if so, the details and the current status thereof;

(c) whether the Central Water Commission has accorded in principle approval in this regard and is expediting the process of approval and if so, the details thereof;

(d) whether there is inordinate delay in according approval to such projects in the State; and

(e) if so, the details thereof and the steps taken by the Government to accord approval to the projects lying pending for many years?

(a) & (b) Yes, Madam. The Details/ Status for Athikadavu-Avinashi Flood Canal Scheme is at Annexure- I, for extension/renovation/modernization of Grand Anicut Canal is at Annexure-II and for linking of the rivers Cauvery-Vaigai-Gundar is at Annexure-III.

(c) to (e) The revised/fresh DPR in respect of Athikadavu-Avinashi Scheme was received in CWC on 02.11.2016. The observations of CWC on the compliance submitted by State Government have been forwarded on 13.06.2017 for further compliance which is awaited from the State Government.

A Concept Paper on “Improvements and Rehabilitation of Irrigation Systems in Cauvery Basin for Efficient Irrigation Management” for an estimated amount of Rs.11,420 crore was received from the Government of Tamil Nadu for clearance. The Central Water Commission, Government of India has accorded in-principle clearance for the preparation of Detailed Project Report. The investment Clearance to “Extension, Renovation and Modernisation of Grand Anicut Canal sub-basin” at an estimated cost of Rs.2298.75 crore (at Price Level 2014-15) have been accorded by Investment Clearance Committee of MoWR, RD & GR in its 6th Meeting held on 05.05.2017.

A proposal for linking of Cauvery to Agniyar, South Vellar, Pamber, Manimuthar, Vagai and Gundar at an amount of Rs.5166.00 crore has been sent by GoTN to GoI under Flood Management Programme (FMP) .The above proposal has been returned by GoI as it does not satisfy the conditions of FMP guidelines. The scheme is now being considered as Irrigation project and it is proposed to be implemented in phases and for Phase-I, a concept paper for the ‘Excavation of link canal from Cauvery (Kattaliya Barrage) to South Vellar’ has been prepared by the State Government for an amount of Rs.7840.87 crore for submission to CWC.

ANNEXURE REFERRED TO IN REPLY TO PART (a) & (b) OF UNSTARRED QUESTION NO. 1150 TO BE ANSWERED IN LOK SABHA ON 08.02.2018 REGARDING “PENDING PROJECTS”

Status of Athikadavu-Avinashi Project in brief

• Athikadavu- Avinashi Scheme has been modified as an Irrigation, Ground water recharge and drinking water scheme and project report has been prepared for an estimate cost of Rs 3523.00 crore.
• The project report was sent by Government of Tamil Nadu (GoTN) to the Central Water Commission, Coimbatore in November, 2016.
• Central Water Commission has informed GoTN that to save considerable cost on the land acquisition and to enhance the BC ratio to be more than one (1), against the current BC ratio 0.11: 1, an alternative proposal may be studied for the above scheme.
• An alternative proposal of Lift Irrigation Scheme of the surplus water from Kalingarayan Anicut to Coimbatore, Tiruppur and Erode District has been studied by GoTN.
• The GoTN has prepared DPR for an estimated cost of Rs 1850 crore with BC ratio 1.05:1 for this Lift Irrigation scheme for which Administrative sanction is under the consideration of GoTN.

Status of extension/renovation/modernization of Grand Anicut Canal

• A Concept Paper on “Improvements and Rehabilitation of Irrigation Systems in Cauvery Basin for Efficient Irrigation Management” for an estimated amount of Rs.11,420 crore was received from the Government of Tamil Nadu for clearance. Central Water Commission, Government of India have accorded in-principle clearance for the preparation of Detailed Project Report.
• As a first phase, the DPR for “ERM of Grand Anicut Canal Sub-basin” at an estimated cost of Rs.2,298.75 crore has been accepted by the Advisory Committee of MoWR, RD & GR on 30.09.2016. The Government of India has accorded investment clearance on 05.05.2017. The proposal for seeking assistance under Long Term Irrigation Fund of Government of India is under the consideration of Government of Tamil Nadu.
