Question : COMPUTERISATION OF LAND RECORDS



(a) the details of districts in each State of the country including Uttar Pradesh where land records have been computerised and those which have still not computerised the same;

(b) the reasons for not computerising the said records;

(c) the time by which these records are likely to be computerised in the remaining districts;

(d) whether the Government has trained the Officers and staff of respective States for undertaking this work; and

(e) if so, the details thereof?

(a) to (c): The maintenance of Land Records is a State subject as per entry number 45 of list-II? State list under the 7th Schedule of the Constitution. However, initiatives in the direction of Computerisation of Land Records were started by the Central Government in the year 1987-88 in the form of ?Strengthening of Revenue Administration and Updation of Land Records? and in the year 1988-89 in the form of ?Computerisation of Land Records.? These two schemes were merged, enhanced and a comprehensive scheme of National Land Records Modernisation Programme(NLRMP) was launched in the year 2008-09. The progress achieved regarding Computerisation of Land Records under the above schemes is reflected in the Annexure. Under the NLRMP all the districts are proposed to be covered by the end of 12th Five Year Plan.

(d) & (e): Training for officers/staff involved in Computerisation of Land Records is organised by the State Governments. National Remote Sensing Centre, Survey of India and National Informatics Centre have also conducted trainings for the officers of the State Government with the funds provided by the Department of Land Resources.
