MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT & ENTREPRENEURSHIP (SHRI RAJIV PRATAP RUDY)
a) From the period 2011-12 to 2013-14, the total number people of trained were 1502051.The number of people unemployed are 875488 .In respect to Chandigarh, the number of people trained were 1163 people, out of which 849 people are unemployed.
The state wise numbers for Training, Placements, and Unemployment from 2011-12 onwards till date is provided under Annexure
b) Trainings under NSDC are aligned to National Occupational Standards (NOS) developed by the industry through Sector Skill Councils (SSCs). SSCs are industry-led bodies responsible for defining the skilling needs, processes, certification, and accreditation of their respective industry sectors. NOS are competency based and outcome- based standards of performance that an individual must achieve when carrying out a function in the workplace, together with the knowledge and understanding they need to meet that standard consistently. NOS are endorsed by employers through their respective SSCs. NOS drive both the creation of curriculum, and assessments.
c) NSDC through its Sector Skill Councils are working with various Central Government Schemes and State Government Skilling initiatives to align the trainings to industry recognized standards. These schemes/states are adopting several National Occupational Standards for job roles across industries to impart skill-based training to make youngsters more employable.
One such scheme is ‘Udaan’ under the Special Industry Initiative of the Prime Minister’s Office, the National Skills Development Corporation (NSDC) and Ministry of Home Affairs have been mandated to work with industry partners in bringing about a positive change in the employment and skills space of Jammu and Kashmir.
Udaan aims at providing the skill and employability to 40,000 unemployed youth of J&K who are graduates/ post graduate or 3 years Engineering Diploma holders over a period of 5 years.
This scheme has two objectives:
# To provide exposure to the graduates and post graduates of Jammu and Kashmir to the best of corporate India
# To provide corporate India with exposure to the rich talent pool available in the state
d) The various Central Government Schemes and State Government Skilling initiatives that NSDC is currently working with in order to align the trainings to industry recognized standards are the Ministry of HRD-Centrally Sponsored scheme of vocationalisation of secondary and higher education, Ministry of Rural Development-Aajeevika Skills, Ministry of Housing & Urban Poverty Alleviation-ELSTP, Ministry of Minority Affairs-MANAS, State Skilling initiatives-Rajasthan, Uttar Pradesh, Punjab & Andhra Pradesh are working with NSDC to adopt the National Occupational Standards and align the trainings to industry recognized standards.
