Question : COMMITTEES FOR MODERNISATION OF STATE POLICE FORCES



(a) whether various State Governments have set up State Level Empowerment Committees for modernisation of police forces;

(b) if so, the details thereof;

(c) whether the Government has received any proposal from such committees with regard to changes in criteria for sanctioning funds and utilisation of the remaining funds for modernisation of the State Police forces;

(d) if so, the details thereof, State-wise including Madhya Pradesh;

(e) whether the Government has approved the said proposals;

(f) if so, the details thereof, State-wise; and

(g) if not, the reasons therefor?

(a) & (b): Yes, Madam. Under the Scheme for Modernization of State Police Forces (MPF Scheme), State Governments were advised to constitute Empowered Committee under the Chairmanship of Chief Secretary, with Home Secretary and Director General of Police of the State as members amongst others, to monitor implementation of projects under the Scheme. Such Committees have been constituted by States to monitor the implementation of the MPF Scheme.

(c) to (g): As regards utilisation of unutilized funds lying with States, the State Governments have been advised vide Ministry of Home Affairs letter No.21011/65/2009-PM-I, dated 08-03-2010 to take up the matter with their State Finance Departments to obtain the funds and complete the ongoing projects under MPF Scheme after seeking approval of State Level Empowered Committee. No proposal for changing the criteria for sanctioning of funds has been received from States.
