Statement referred in reply to parts (a) to (e) of the Lok Sabha Starred Question
No. 303 due for reply on 24.07.2009.
(a): Yes sir.
(b): During 11th Five Year Plan, it is proposed to construct 2,30,447 Km roads under
Pradhan Mantri Gram Sadak Yojana (PMGSY). Approved outlay of Fund under
PMGSY for 11th Five Year Plan is Rs. 59,751 crore only.
State wise details of the targets for road construction for 2007-08, 2008-09 and
2009-10 have been given in annexure I and targets for expenditure in 2007-08 and 2008-
09 have been given in annexure II. State wise target for expenditure in 2009-10 will be
finalized after the Budget is approved by the Parliament.
State-wise targets for road construction and expenditure of 2010-11 and 2011-12
will be fixed keeping in view their cumulative achievements up to 2009-10.
(c): It was targeted to provide connectivity to 42,736 habitations under PMGSY upto
end of 10th Five Year Plan. Against this, 36,694 habitations have been provided all
weather connectivity by the end of 10th Five Year Plan.
(d): Major reasons for shortfall in achievement of target for 10th Five Year Plan are:
# Inadequate institutional capacity in some states
# Limited contracting capacity in states
# Constraints relating to land availability including forest clearance.
(e): In order to improve the implementation of the programme in the states following
measures have been taken by the Ministry of Rural Development:
# In order to improve contracting capacity in states, the Standard Bidding
Document (SBD) has been amended to facilitate participation of small and
medium as well as large contractors.
# The State Governments have been advised to deploy adequate number of
dedicated Programme Implementation Units (PIUs) commensurate with their
work load.
# Central Public Sector Undertakings - CPWD, IRCON, NBCC, NPCC, NHPC and
HSCL - have been deployed in Bihar, Jharkhand and Tripura.
# The State Governments have been advised for e-tendering the projects under
PMGSY to expedite the process of tendering and also to ensure transparency.
# Implementation of the programme is being monitored through monthly reports,
periodical review meeting and field visits of officers.
# Ministry of Environmental and Forest approached to simplify procedures for
forest clearance. Meetings also held with the Forest Department Officials and the
implementing agencies in the States or Himachal Pradesh & Uttarakhand.
# Imparting training to the field personnel for building their capacity in programme
implementation.
