Answer given by the minister

MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI MULLAPPALLY RAMACHANDRAN)

(a) to (c): No, Madam. The Ministry of Home Affairs does not maintain the record of private security agencies working in the country. However, for regulation of private security agencies, the Central Government has enacted the Private Security Agencies (Regulation) Act, 2005 and notified the Private Security Agencies Central Model Rules, 2006. So far, 29 States/UTs have have framed and notified rules as per the provisions of the Act. Under the Act, the power to grant licence to a private security agency vests in the State/UT Government concerned. Action against such agencies which function without a valid licence is also required to be taken by the concerned State/UT Government.
