Question : Unified Scheme Syllabi in Schools

(a) whether it is true that the Government is considering bringing a
convergence in the core syllabi of science subject and question paper designs
across the States and the Central Boards;
(b) if so, the details thereof; and
(c) whether it is also true that the convergence of syllabi can provide a level
playing field for studies from CBSE and other streams and if so, the details
thereof?

(a) and (b): The National Curriculum Framework (NCF-2005) developed by
National Council of Educational Research and Training (NCERT) sets the
guidelines and direction for the development of syllabi and textbooks at all stages
of school education. As a follow up to the NCF, curriculum, syllabi, text-books
and other supplementary material are developed by NCERT. State Council of
Educational Research and Training (SCERTs) and State Education Boards either
adopt or adapt NCERT’s model syllabi and textbooks or develop their own syllabi
and textbooks in consonance with NCF. NCERT, in consultation with other
stakeholders including State Education Boards has developed the core syllabi in
Science, Mathematics, Commerce and Economics for higher secondary stage for
implementation by Education Boards. The issues of core syllabi and question
paper design were discussed in a meeting of Education Boards of the country
held on 28.10.2015.
(c): While core syllabi across Boards can contribute to some extent in
providing level playing fields for students from various Boards, it is not
enough. Proper transaction of curriculum and a fair examination system are
also needed to achieve desired quality.
