Question : CAPTIVE POWER PLANTS

(a) the present status of progress made in setting up of various captive power plants in the country in collaboration with National Thermal Power Corporation Ltd. and Nuclear Power Corporation of India Ltd., location-wise;

(b) the estimated cost and production output of each of these plants;

(c) the financial module worked out by the Railways to meet the estimated cost thereof;

(d) the time by which these plants are likely to become operational; and

(e) the steps taken/being taken by the Railways in this regard?

(a): Indian Railways is establishing 4x250 Mega Watt (MW) coal based captive power plant at Nabinagar in Bihar in Joint Venture (JV) with NTPC which is under construction.

Further, 2x660 MW coal based thermal power plant at Adra in West Bengal also planned in JV with NTPC is at proposal stage for which the application for coal linkage has been submitted.

There is no proposal at present to set up a captive power plant jointly with Nuclear Power Corporation of India (NPCIL).

(b) The estimated cost of Nabinagar project is about Rs. 5350 crore. The production output of this plant will be 1000 MW.

(c) The project at Nabinagar is being funded in debt : equity model of 70 : 30. Out of equity portion of Rs. 1606 crore, contribution of Indian Railways & NTPC will be Rs. 418 crore (26%) & Rs. 1188 crore (74%) respectively.

(d) & (e) The first unit of power plant at Nabinagar is likely to be commissioned during 2015. Railways is having regular meetings with NTPC to expedite completion of this project.
