Question : Quality of Education

(a) whether the Government has evolved guidelines and framed statutory rules for assessing the quality of education being offered by deemed Universities in the country;

(b) if so, the details thereof and if not, the reasons therefor; and

(c) the measures taken by the Government to improve the quality of education in deemed Universities particularly in the light of their infrastructure, faculty and research facilities?

(a) to (c) Yes, Madam. The Institutions Deemed to be Universities are regulated by the University Grants Commission (UGC) (Institutions Deemed to be Universities) Regulations, 2010 and its amendment in the year 2014, 2015 & 2016, which are available on the UGC website www.ugc.ac.in. Various provisions have been made in these regulations to review the functioning of these Institutions. These reviews are conducted by the UGC with the help of Expert Committees which includes nominee from the concerned statutory council(s). These Committees give their observations about the quality of education imparted by these institutions and also about the infrastructure, faculty and research facilities available.
These Committees also give suggestions to the Deemed to be Universities for further improvement in the quality of education. Institutions Deemed to be Universities are asked to rectify the deficiencies pointed out by the UGC Expert Committees and submit a compliance report to UGC. These institutions can be reviewed by the UGC after a period of every 5 years or earlier, if necessary. It is mandatory for all University including Deemed to be Universities to get accreditation done by the National Assessment and Accreditation Council (NAAC) which reflects the quality of education imparted by these institutions and the status of infrastructure, faculty and research facilities available with the institution.
