Question : APPOINTMENT OF TEACHERS IN MADARSAS



(a) whether teachers are appointed on a regular basis in Madarsas under the modernisation scheme of Madarsas and if so, the number of teachers given regular appointments in various States including Chhattisgarh;

(b) the manner in which quality modern education is being ensured from teachers appointed on tempo- rary/contractual basis;

(c) whether the Government is formulating any scheme to appoint regular/ permanent teachers in Madarsas and if so, the time by which it is likely to be implemented;

(d) whether modern education programmes for high school/highersecondary education is being run in Madarsas, if so, the details thereof and the reasons therefor; and

(e) the number of girls and boys benefitted in Madarsas under the Scheme for providing Quality Education in Madarsas (SPQEM) during the last two years, State and year-wise?

STATEMENT REFERRED TO IN REPLY PART (a) TO (e) OF LOK SABHA STARRED QUESTION NO.219 TO BE ANSWERED ON 11TH MARCH, 2015 REGARDING APPOINTMENT OF TEACHERS IN MADARSAS ASKED BY SHRI ABHISHEK SINGH AND SHRI OM BIRLA:

(a) to (e) The Ministry of Human Resource Development runs a scheme namely Scheme for Providing Quality Education in Madarsas (SPQEM) to encourage tradi- tional institutions like Madarsas and Maktabs to introduce modern education by providing financial assistance to introduce science, mathematics, social studies, Hindi and English in their curriculum through support for a maximum of three teachers and books, teaching learning materials and computer labs. The scheme aims at providing madarsa students education comparable with national standards, for which affiliation with the NIOS is integral to the scheme. The scheme is a voluntary one, madarsas have the choice to opt for the scheme. The SPQEM does not create any teacher post but helps the madarsas with financial assistance for upto three teachers at the rate of Rs.6000 for a graduate teacher & Rs.12000 for a Post graduate/ B.Ed teacher, for teaching the modern subjects introduced in the curriculum. No teacher is appointed by the Central Govt. in madarsas covered under the scheme. Madarsas appoint their own teachers. The madarsas have autonomy to use existing teachers or hire new ones.
