Question : SPENDING FOR STUDENT WELFARE

(a) whether it is a fact that the AICTE has stipulated that 15% of fees collected by all technical colleges must the specifically spent on students welfare;

(b) if so, whether AICTE has specified the items on which such funds must be spent;

(c) the number of colleges that have not implemented this rule in 2001-2002;

(d) the action taken by AICTE against the erring management; and

(e) the steps proposed to ensure better student welfare in all technical colleges in 2002-2003?

(e) : Certain provision for creation of facilities for Students’ Welfare like Indoor Games, Open Theatre, etc. already exist in the Norms and Standards prescribed by AICTE to be fulfilled for consideration of its approval.
