Question : ALLLOCATION OF POWER FROM GAS BASED POWER STATION



(a) whether Rajasthan enjoyed a special allocation of one-third of total capacity in NTPC Anta Gas based power station since 1993, to mitigate the acute shortage of power prevailing in Rajasthan;

(b) if so, the reasons for withdrawal of this special allocation during October, 1999;

(c) whether the Government have received any representation from the Government of Rajasthan for restoration of this arbitrary cut; and

(d) if so, the time by which the special allocation are likely to be restored keeping in view the acute power shortage in the State?

(a) : As a special case, full generation of one unit of Anta GPS was allocated to Rajasthan in October, 1993 due to acute power shortage conditions prevailing in the State. This special allocation was continued due to prolonged outage of units 1 & 2 of the Rajasthan Atomic Power Station (RAPS) with effect from February, 1994 and August, 1994 respectively.

(b) : Anta GPS (419 MW) is a regional power station and all the constituent States/UTs of Northern Region have firm shares in the power station in accordance with the sharing formula. The Unit-I of RAPS was restored in April, 1997 and Unit-2 in June, 1998. Consequent to restoration of units 1 and 2 of RAPS and persistent pressure from the other constituent states of Northern Region for restoration of their entitled shares in Anta GPS, the special allocation to Rajasthan from Anta GPS had to be withdrawn in October, 1999.

(c) & (d) : Request has been received from Government of Rajasthan for restoration of the special allocation of one third output from Anta GPS. However, restoration of the special allocation to Rajasthan would deprive the other states in the Northern Region of their entitled shares in Anta GPS is likely to attract stiff opposition from other beneficiary States.
