(a) The details of the structure and objectives of the ‘Prime Minister’s Global Advisory Council (PMGAC)’ is at Annexure-A.

(b) So far five meetings of the Prime Minister’s Global Advisory Council (PMGAC) have been held. The 5th meeting was held on 8th January, 2014 at New Delhi.

(c) In view of part (b) above, question doesn’t arise.

ANNEXURE-A

Annexure referred to in part (a) of the reply to Lok Sabha Unstarred Question No.3557 for 18.03.2015 regarding ‘Prime Minister`s Global Advisory Council(PMGAC)’.

The Prime Minister`s Global Advisory Council (PMGAC) was set up as a high level platform, to draw upon the experience and knowledge of eminent people of Indian origin in diverse fields from across the world in January, 2009.

 2.	The PMGAC of Overseas Indians comprise of 27 members. The composition is as follows: 

(i) Prime Minister Chairman

(ii) Minister of Overseas Indian Affairs Member

(iii) Minister of External Affairs Member

(iv) Principal Secretary to P.M. Member

(v) Eminent Persons of Indian Origin Member(18
Members appointed in 2011)

(vi) Foreign Secretary Special Invitee

(vii) Finance Secretary Special Invitee

(viii) Secretary, MOIA Member Secretary

3. The functions of the Council are as follows:
i. Serve as a platform for the Prime Minister to draw upon the experience, knowledge and wisdom of the best Indian minds wherever they may be based;
ii. Develop an inclusive agenda for two-way engagement between India and Overseas Indians;
iii. Consider ways and means for accessing the skills and knowledge of the Indian Diaspora for meeting India`s development goals and facilitating investments by Overseas Indians into India; and
iv. Institution and capacity building in India to respond to the economic, social and cultural needs of the Overseas Indian community.

4. The advice of the Council is recommendatory in nature and serves as valuable inputs for policy formulation and programme planning. The Ministry serves as the nodal point for follow up action on the advice/recommendations. The Ministry also provides the secretariat support and through inter-ministerial consultations, follows up on the recommendations and monitors their implementation.

5. The Council, on approval of the Prime Minister, invites such experts and academics, as required, to assist it in its work. The Council may, on approval of the Prime Minister, invite such person or persons, as it may deem fit, to participate in its deliberations.
