Question : ALLOCATIONS FOR WATER RESOURCES



(a) the details of allocations made for water resources during the Tenth and Eleventh Five Year Plan and proposed allocations during the Twelfth Five Year Plan;

(b) whether the allocations made for water resources are highly inadequate and have affected the implementation of several projects;

(c) if so, the details thereof,

(d) whether the Government proposes to review and re-allocate more amount to water resources giving priority to inter linking of rivers;

(e) if so, the details thereof, and

(f) if not, the reasons thereof?

(a) & (b) The total allocations for X Five Year Plan and XI Five Year Plan for Major and Medium Irrigation, Minor Irrigation, Command Area Development and Flood Control were about Rs. 95743 crores and Rs. 232311 crores respectively. The details of actual expenditure / outlays for different sectors are annexed.The allocations for XII Five Year Plan are yet to be finalized. The Five Year Plan allocations for the Water Resources sector are indicative. It is operationalised through various annual plans. The Planning Commission provides block grants and loans not tied to any schemes / programmes. The Annual Plan sectoral outlays which are considered as adequate by the States are proposed by them to the Planning Commission and are approved by the Planning Commission.

(c) to (f) The Planning Commission has constituted Steering Committee and Working Groups XII Five Year Plan to examine all related issues and suggest strategies, priorities and allocations etc.
