Question : Inclusive Programmes for Differently Abled

(a) whether any scheme is under consideration or any steps have been taken by the Government to broadcast inclusive programmes for differently abled on various public broadcasting platforms in Chhattisgarh and if so, the details thereof;
(b) whether the Government has taken any steps to run subtitles in the same language during the video broadcast by Government TV channels including local channels of Chhattisgarh;

(c) if so, the details thereof;
(d) whether the Government is running any special programmes for differently abled in the local languages of Chhattisgarh on local channels and radio; and
(e) if so, the details thereof and if not, the reasons therefor?

(a) to (c): The Ministry of Information and Broadcasting has issued “Accessibility Standards for Persons with Disabilities in Television Programmes” on 11.09.2019 in line with the provisions made under Section 29(h) and Section 40 of ''The Rights of Persons with Disabilities Act, 2016.


Prasar Bharati broadcasts programmes for differently abled persons in the form of songs, interviews etc. from time to time on its All India Radio (AIR) Network. Besides, AIR, Raipur broadcasts programme namely Pragati Ke Sopan (in Hindi) and Nawabihan (in Chhattisgarhi) in this regard. Prasar Bharati carries Sign language bulletins for hearing impaired persons daily on its DD News channel. In addition, Prasar Bharati also telecasts sign language versions of events of national importance on its channels. These include address by the Hon`ble President of India on the eve of the Independence Day and Republic Day and also live telecast of Independence Day and Republic Day events.
(d) & (e): DD Chhattisgarh, a 24x7 channel dedicated for the state of Chhattisgarh telecasts programmes related to differently abled persons in local languages of Chhattisgarh from time to time. Further, Songs, interviews etc. by the differently abled persons in local dialects viz Halbi, Gondi etc. are broadcast in the programme for tribals from AIR Jagdalpur. In addition, AIR, Raipur broadcasts programme namely Nawabihan (Chhattisgarhi) for differently abled persons.
