Question : Proposal for Small Irrigation Project

(a) whether any proposal relating Karwapa small irrigation project in Dhanora taluka and Channa small irrigation project in Moolchera taluka in tribal dominated district Gadchiroli of Maharashtra under the Forest (Conservation) Act is under consideration of the Government for approval;
(b) if so, the details thereof along with the present status of the said proposal;
(c) the reasons for delay in granting approval to the said proposal; and
(d) the time by which the said proposal is likely to be accorded approval?

(a)& (b) The proposal for construction of Karwafa Irrigation Project in Garhchiroli District Maharashtra was rejected by the Ministrydue to violation of Forest (Conservation) Act, 1980 on 18.07.1985. Later on, a revised proposal involving 569.72 ha of forest landhad been submitted by the State Government of Maharashtra in the year 2002. After careful examination of the revised proposal, on 13.02.2009 Ministry directed the State Government for submission of fresh proposal and desired additional information pertaining to Cost Benefit ratio of the project, area marked on the Survey of India topo-sheet, cost of Compensatory Afforestation and Net Present Value.The revised proposal is still awaited from the State Government.

The proposal for Chenna Irrigation project has not been received in the ministry till date. However, the proposal for permission of 372.741 ha of forest land for construction of Chenna Irrigation Project was submitted by the User Agency to the State Government on 07.08.2007 for which the User Agency/Conservator of Forests, Chandrapur were requested to submit some essential information which are still awaited.

(c) & (d) As the said proposals are not received in the ministry, there is no delay in according approval. As and when complete proposals are received in the ministry, the same shall be considered in a timely manner, allowing for necessary scrutiny and consideration as per the provisions of the Forest Conservation) Act, 1980.
