Question : CONSTITUTION OF OFFICIAL LANGUAGE CADRE



(a) the year of constitution of official language cadre in various Ministries, Departments, offices and organisations of Central Government including Central Secretariat alongwith the details of their reconstitution;

(b) whether promotion opportunities for the officers/staff of official language employed with the Central Government, Ministries, Departments and its subordinate offices are available as in case of other services;

(c) if so, the details thereof;

(d) whether the service matter of junior translator employed with the Central Secretariat official language service has not been implemented even after the decision of High Court;

(e) if so, the details thereof and the reasons therefor; and

(f) the total funds allocated and utilised for propagation and development of official language during each of the last three years and the current year, State-wise?

MINISTER OF THE STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI JITENDRA SINGH)

(a): Central Secretarial Official Language Services Cadre was constituted in 1981 for Central Ministries, Departments and their attached offices. Posts related to Official Language in subordinate offices of the Ministries/Departments, undertakings and other organizations are filled up separately by the said units in an independent manner. With a view to increase the opportunities of promotion for the members of Central Secretariat Official Language Services Cadre, the proposal for re-structuring the services has recently been approved by the Ministry of Finance. According to this, overall 112 posts have been increased in various grades of the cadre.

(b) & (c): Under the present system, members of Central Secretariat Official Language Services Cadre have the promotion avenues upto the level of Director in the Ministries/Departments.

The promotion avenues in subordinate offices depend upon the jurisdiction and responsibilities of concerned unit.

(d): The matters relating to services of Junior Translators working in the Central Secretariat Official Language Services have been implemented after the decision of Hon’ble Court.

(e): In pursuance of the decision of Hon’ble High Court, the pay scale of Rs. 5000-150-8000/-of Junior Translators of Central Secretariat Official Language Services was raised to Rs. 5500-175-9000/- on notional basis w.e.f. 01.01.1996 and on actual basis w.e.f. 11.02.2003.

The Hon’ble Central Administrative Tribunal had directed to examine the matter of granting the benefit of abovesaid pay scale from 01.01.1986. This matter is under examination.

(f): Details of amount allotted for propogation and development of Official Language during the last three years and the current year are at Annexure. The amount allotted is not quantified statewise
