Question : Technical Knowledge

(a) whether the Government has taken note of the fact that a large number of persons seeking jobs belong to the category of those having technical knowledge as revealed in the census 2011;

(b) if so, the details thereof and the response of the Government thereto;

(c) whether the situation has emerged basically due to lack of concord between the training institutes and the industry;

(d) if so, the details thereof and the corrective action taken in this regard;

(e) whether the Government has taken this into consideration before formulating its skill development programmes to enhance the employability of our workers; and

(f) if so, the details thereof and the action taken thereon?

(a) to (f) As per 68th Round National Sample Survey, 2011-12, 27 percent of the youth in the age group of 20-24 having vocational education, is unemployed. Accordingly, in order to understand the sectoral and geographical spread of skill requirement/gaps and incremental human resource requirement across the sectors, studies have been undertaken by the Government through National Skill Development Corporation (NSDC), a Public Private Partnership (PPP) entity. As per the study, employment opportunities in India would increase from 461.1 million in 2013 to 581.9 million in 2022, across the 24 sectors, pointing at an incremental human resource requirement of approximately 120.8 million. Considering the overlap in the human resource requirement across a number of sectors, the unique number for incremental demand would be 109.7 million by 2022, wherein the top 10 sectors would account for 80% of this requirement.

To evolve appropriate skill development framework and removal of disconnect between the demand for and supply of skilled manpower through vocational and technical training, Ministry of Skill Development and Entrepreneurship has been constituted by the Government on 9th November, 2014.

Further, Government through National Skill Development Corporation (NSDC) has constituted and operationalised 33 Sector Skill Councils (SSCs) which are industry led bodies intended to align the skilling efforts as per the industry’s requirement. The SSCs with representation from industry prescribe the National Occupational Standards (NOS) and Qualification Packs (QPs) based on which the training is imparted. As on 31st January, 2016, these 33 SSCs have developed 4323 unique National Occupational Standards (NOSs) for 1644 Job Roles align as to the National Skills Qualification Framework (NSQF), to provide the employable skills to the youth.

Besides, as an effort to align skill development initiative with the incremental human resource requirement, Pradhan Mantri Kaushal Vikas Yojana (PMKVY) has been launched by my Ministry on 15th July, 2015. The scheme has the target to benefit 24 lakh persons within one year across the Country with training of 14 lakh fresh entrants and certification of 10 lakh persons under Recognition of Prior Learning (RPL). NSDC is the implementing agency for PMKVY. As on 29th February, 2016, 14.69 lakh candidates have been enrolled under the scheme for vocational training under different sectors across the Country with coverage of 29 States and 6 Union Territories (UTs).
