Question : THEFT OF FOODGRAINS



(a) the quantity of foodgrains transported by goods train by Food Corporation of India every year;

(b) the quantity and value of foodgrains which had spoiled or have been stolen every year during the transit;

(c) whether the Government have taken several measures to prevent the theft of foodgrains; and

(d) if so, the details thereof?

(a) The quantum of foodgrains transported by goods trains during last few years is shown in the enclosed Annexure `A`.

(b) The overall transit losses reported by the Food Corporation of India during last few years are shown in the enclosed Annexure `A`.

(d) The measures taken by the Govt. to prevent theft of foodgrains are briefly summarised in Annexure `B`.

Measures taken by the Govt. to prevent theft of FCI foodgrains


1. The Ministry of Railways have deployed armed RPF personnel at vulnerable sections to the extent possible. Intensive beat patrolling is also being done by the RPF in yards and other affected areas. Plain clothed RPF personnel are also deployed to collect crime intelligence. Several other measures have also taken by the Railways to prevent theft of the consignments and claims arising therefrom.

2. The Food Corporation of India have also taken several administrative and logistic measures, including tightening of security at FCI depots, induction of CISF at some depots, intensification of surprise checks, including special squad checks at selected rail heads, transshipment and destination points and inspections by senior officers, encouraging machine stitching of bags, regular stock verification and fixation of responsibility for losses .
