(a) & (b) Yes, Sir. The Govt. has launched the National Rural Health Mission (NRHM) on 12th April 2005, as a national effort at ensuring effective comprehensive healthcare throughout the country to improve healthcare delivery to fulfill the mandate of National Common Minimum Programme. Eight North Eastern States namely Assam, Meghalaya, Mizoram, Tripura, Nagaland, Manipur, Sikkim and Arunachal Pradesh, are among the 18 States selected for focused attention under the NRHM.
The goals of the Mission are to improve the availability of and access to quality healthcare by people, especially those residing in rural areas including the poor, women and children. The Mission adopts a synergetic approach by relating health to determinants of good health i.e. nutrition, sanitation, hygiene and safe drinking water.
The Plan of action includes increasing public expenditure on health from the current level of 0.9% to 2-3% of GDP, reducing regional imbalance in health infrastructure, optimization of health manpower, decentralization and district management of health programmes, community participation and ownership of assets, induction of management and financial personnel into district health system, integration of organizational structures and pooling of resources, and operationalizing 2000+ CHCs as per Indian Public Health Standards.
