Question : MONITORING OF SCHEMES



(a) whether the Government proposes to make improvements in the quality and transparency in the rural road construction and MGNREGA;

(b) if so, the details thereof;

(c) whether the Government proposes to provide training to the officers of States so as to enable them to monitor implementation of schemes as per the new guidelines with regard to quality monitoring; and

(d) if so, the details thereof?

MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI PRADEEP JAIN `ADITYA`)

(a) & (b): The programmes of the Ministry of Rural Development are implemented by the State Governments as per the programme guidelines. With a view to make improvement in the implementation process of these programmes, the State government have advised to adopt a five pronged strategy consisting of (i) creation of awareness about the schemes, (ii) transparency,(iii)people`s partnership, (iv) accountability, social audit and (v) strict vigilance and monitoring at all levels of all rural development programmes including MGNREGA and PMGSY. The Ministry has also operationalised Management Information System and on line Monitoring Mechanism.

(c) & (d): The Ministry of Rural Development has been advising State governments to depute officers who are directly involved in the implementation process of rural development programmes at state/district and block levels for training by SIRD, NIRD and ETCsto improve the efficiency of the implementation.
