Question : FINANCIAL ASSISTANCE TO ST FAMILIES UNDER 20 POINT PROGRAMME



(a) whether financial assistance was given to States under Point 11

(b) of the 20-Point Programme to provide economic assistance to the Scheduled Tribe families to enable them to rise above the poverty line;

(b) if so, the details of financial assistance given thereunder during each of the last three years, State-wise;

(c) whether it is a fact that the State Governments have failed to achieve the target and misutilised the funds allocated to them for the purpose;

(d) if so, the details of funds actually disbursed to tribal families, funds utilised and target achieved by various States during the said period, State-wise;

(e) whether any inquiry has been made into the matter;

(f) if so, the details thereof; and

(g) the steps the Government propose to take in this regard?

(a) & (b) The Ministry does not provide financial assistance to States under Point 11 (b) of the 20-Point programme. However, this Ministry provides Special Central Assistance (SCA to TSP) to the States/UTs for family oriented income generating schemes to enable ST families to rise above the poverty line. A Statement showing state-wise releases of SCA to TSP made by the Ministry of Tribal Affairs during 1998-99, 1999-2000 and 2000-2001 marked Statement-I is laid on the Table of the House.

(c) to (g) No, Sir. A Statement showing State-wise targets and achievements made under Point 11 (b) of the 20-Point programme marked Statement-II is laid on the Table of the House. The Statement-I referred in reply to part (a) & (b) of the question also gives figures of expenditure out of SCA funds released, as reported by the States. No instance of misutilisation of funds by States during the last three years, has come to the notice of this Ministry.
