Question : FUNDS TO N.E. REGION FOR DEVELOPMENT OF CENTRAL UNIVERSITIES



(a) the amount of funds released during the last three years for the development works of the different Central Universities in the North Eastern Region, year-wise;

(b) whether the funds released for construction of DIPHU campus of Assam University, Silchar has remained unutilised;

(c) if so, the reasons therefor; and

(d) the time by which the construction work of the DIPHU campus is likely to be completed?

(a) A sum of Rs. 1255 lakhs, Rs. 1425 lakhs and Rs. 1065.40 lakhs were released by UGC during 1999-2000, 2000-2001 and till February, 2002 to Assam University, Nagaland University, Mizoram University, North Eastern Hill University and Tezpur University for developmental activities. A special grant of Rs. 34.77 crores was also released to these universities under the non-lapsable pool of Central Resources in March, 2000.

(b) to (d): A sum of Rs. 3.00 crores was released by University Grants Commission to Assam University under non- lapsable pool of central resources for setting up of DIPHU campus. The amount allocated/released has not been found adequate for the purpose. Accordingly, the Assam University has been asked to take a decision, in consultation with Ministry of Home Affairs/Ministry of Human Resource Development, in regard to utilisation of funds already released for strengthening of education infrastructure in DIPHU area or some other place.
