Question : Basic Computer Education

(a) whether the Government has launched programme under skill development to provide basic computer education to about 50 lakh people with the help of private companies and if so, the details thereof;

(b) the number of Districts in which the Government has planned to provide the computer education and fiscal allocation made by the Government for this purpose;

(c) whether the Government has also planned to implement the project at school level; and

(d) if so, the details thereof?

Answer given by the minister

(a) to (d) Ministry of Electronic and Information Technology (MeitY), had implemented two schemes to provide digital literacy, namely ‘National Digital Literacy Mission’ (NDLM) and ‘Digital Saksharta Abhiyan’ (DISHA) with a cumulative target of training 52.5 lakh persons (Age Group: 14 – 60 Years, one person per household). The major aim of the schemes was to cover one person from every eligible family to be made digitally literate so as to enable them to use IT and related applications and participate effectively in the democratic process and enhance their livelihood. These two Schemes are closed now as the set target has been successfully achieved. Meity has launched a scheme Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA)” in February, 2017 to usher in digital literacy in rural India by covering 6 crore rural households (one person per household) by 31.03.2019 with a total outlay of is Rs. 2,351.38 Crore (approx.).

Under Skill India Mission, Ministry of Skill Development and Entrepreneurship has implemented the scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY) to provide skilling to one crore people under Short Term Training (STT), Recognition of Prior Learning (RPL) and Special Project (SP) across the country for four years i.e. 2016-2020. All courses under PMKVY are National Skill Qualification (NSQF) aligned and has dedicated hours of training to impart digital and financial literacy in addition to core curriculum. Further, National Skill Development Corporation under aegis of MSDE is working with Ministry of Human Resource Development to implement the scheme Vocationalization of School Education’ program under Samagra Shiksha programme. So far, 9623 schools have been approved to impart 73 Qualification Pack-aligned to NSQF in 36 States and UTs from class 9th to 12th. Course contents developed in association with Sector Skill Councils contain mandatory basic IT skills component.

Under long term training imparted through Industrial Training Institutes (ITIs), currently around 22.81 Lakh trainees are undergoing training programmes with digital literacy as per the curriculum, in the ITIs. Out of these, 89,599 trainees are undergoing training in a compressive 1 year programme on learning operation and use of Hardware Systems, Network, database management etc.
