Question : Earnings from Toll Plazas

(a) whether any mechanism exists to collect toll tax at Toll Plazas accurately and also undertake audit to prevent fudging of accounts and if so, the details thereof;

(b) the total revenue earned from toll tax collected at different Toll Plazas across the country during each of the last three years and the current year, State/UT-wise;

(c) the extent to which the resources has shown an increasing trend on account of the said revenue; and

(d) the amount earmarked/allocated/spent on the construction of the National Highways out of the said revenue during the said period?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF LOK SABHA STARRED QUESTION NO. 110 FOR ANSWER ON 09.02.2017 ASKED BY SHRIMATI RAMA DEVI AND SHRI LAXMI NARAYAN YADAV REGARDING EARNINGS FROM TOLL PLAZAS

(a) Yes, Madam. The rates of User Fee are determined in accordance with the National Highways Fee (Determination of Rates and Collection) Rules, 2008, as amended, and the applicable provisions of the Concession Agreements. In case of Built, operate and Transfer[BOT] (Toll) & Operation, Maintenance and Transfer [OMT] projects the concessionaire collects the User Fee and shares the data of collection with the executive authority. In the case of Public Funded/Annuity Projects, the contract for collection of User Fee is awarded to highest bidder based on e-tender.
For accuracy of data collection, as per the latest provisions of Concession Agreements, the Concessionaire installs an appropriate mechanism to ensure that a real time data of traffic count and corresponding revenue collection is shared. Real time data of toll transactions is collected wherever required from the Concessionaire as per prescribed Electronic Data Interchange (EDI) protocol documents.

Further, on case to case basis, National Highways Authority of India (NHAI) also undertakes third party audit of data received on its central server.
