Question : Higher Educational Institutions

(a) whether there are three lakh vacancies in Government run higher education
institutions;
(b) if so, the time since when these vacancies have been accumulated;
(c) whether the education standards in higher education institutions are deteriorated due
to this huge number of vacancies and if so, the details thereof along with the reaction of
the Government thereon;
(d) whether the Government has issued any guidelines to fill up vacant posts in all the
universities, colleges and institutions and if so, the details thereof, and
(e) the steps taken by the Government to monitor the recruitment process to fill up
vacant posts without any further delay?

(a): As per All India Survey on Higher Education (AISHE) portal 2017-18, there is
sanctioned strength of 1407373 teaching posts and 1062659 teachers are in position
(including all types of teaching posts) in Universities and Colleges across the nation
which includes Government, Government-aided and private Higher Educational
Institutions. However, in Government run Higher Educational Institutions (Universities
and Colleges) sanctioned strength of teaching posts is 330903 out of which 256783
teachers are in position (including all types of teaching posts) and 74,120 posts are
vacant.
(b) to (e): Occurring of vacancies and filling up is a continuous process. The University
Grants Commission (UGC) continuously monitors it with all Universities. In this regard,
UGC vide its D.O. letter No.F.1-14/2019 (CPP-II) dated 4th June, 2019 has prepared the
Guidelines for Recruitment of Faculty in Universities, Colleges and Institutions Deemed
to be Universities outlining the selection procedure and the time frame for recruitment.
These guidelines have been circulated to all Universities to adhere to them. The
Universities has also been requested to take steps to ensure that the vacancies in the
University as well as in the Colleges affiliated to University are filled up at the earliest.A
copy of the Guidelines circulated to all Universities is available at

Further, this Ministry has requested all Higher Educational Institutions (HEIs) to fill up
faculty related data on National Higher Education Resource Centre (NHERC) portal at
https://nherc.in in order to fill up all vacancies in various higher educational institutions
on an urgent basis.
