Question : Housing Rental Scheme

(a) whether the Union Government has asked the State Governments to consult local bodies with regard to their requirement for implementing housing rental scheme for the urban poor;

(b) if so, the details thereof;

(c) whether the Union Government has received any response from the State Governments in this regard and if so, the details thereof;

(d) whether the Union Government has any data on the number of people living on rent in big cities as well as the average amount of rent paid by them for different categories of houses; and

(e) if so, the details thereof and the manner in which the Union Government is likely to make assessment of the requirement of houses in cities and sort out the problems related to housing in cities?

(a): No Sir.

(b) & (c): Questions do not arise.

(d): The data on the number of households living in rented accommodation is available in 2011 Census report. The number of such households in cities with population of 4 million and above, as per Census 2011, is at Annexure.

As per the report of the National Sample Survey (NSSO) 69th round, July 2012 – December 2012) on Drinking Water, Sanitation, Hygiene and Housing Condition in India, the average monthly rent paid by a household living in hired accommodation was Rs. 2,041/- in urban areas.

(e): In pursuance of the Government’s vision of “Housing for All” by 2022, the Ministry of Housing and Urban Affairs is implementing Pradhan Mantri Awas Yojana (Urban) [PMAY(U)] since 25.06.2015 for providing assistance to States/Union Territories (UTs) in addressing the housing requirement for the people belonging to Economically Weaker Sections (EWS), Lower Income Group (LIG) and Middle Income Group (MIG) categories in urban areas. The States/UTs have undertaken demand survey for assessing actual demand of housing under the PMAY(U) and the demand validated and reported so far by the States/UTs is around 100 lakhs.

Based on the project proposals received so far from the States/UTs, as on 24.06.2019, a total of 81,03,196 houses have been approved under the PMAY(U), out of which 47,57,987 houses are at different stages of construction and 26,07,913 houses are completed.
