(a) whether the Government proposes to establish Nav-Nalanda Mahavidyalaya as an International University at Nalanda by the end of the year 2010;

(b) if so, the details thereof alongwith the action taken in this regard till date;

(c) whether the Government has received authorisation from the State Government of Bihar regarding the acquisition of 650 acre of land;

(d) if so, the details thereof;

(e) whether the Government has conducted survey of the actual site in this regard;

(f) if so, the details thereof;

(g) whether Memorandum of Association and By Laws, appointment of Vice Chancellor, Registrar, Professor, etc. as per UGC criteria has been approved; and

(h) if so, the details thereof?

(a) & (b) As per information received from Ministry of External Affairs, the Government of India is proposing to establish Nalanda University as an international institution following the consensus arrived at the 4th East Asia Summit held in Thailand on 25th October 2009. The Ministry of External Affairs, which is the nodal Ministry, has initiated steps to enact the Nalanda University Bill 2010 in the Parliament for establishing the University.

(c) & (d) Following enactment of Nalanda University Act 2007 by Bihar Legislature, the Government of Bihar has acquired 446 acres of land for establishing the University. The Government of Bihar has agreed to transfer this land to the Nalanda University, once the University is established, on a 99 years lease on a token payment. Besides, the Government of Bihar has also agreed to repeal the Nalanda University Act 2007 once the Nalanda University Bill 2010 is enacted by the Parliament.

(e) No, Sir.

(f) In view of (e) above, question does not arise.

(g) & (h) The first Rector of the University (there will be no post of Vice Chancellor), Registrar etc. will be appointed by the Governing Board of the University after the enactment of the Nalanda University Bill 2010 in the Parliament and after obtaining the approval of the Cabinet for signing a Headquarters Agreement between Government of India and the Nalanda University, which will provide an overall framework for the functioning and operation of the University.
