Question : Harbal Gardens

Will the Minister of AYURVEDA, YOGA AND NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY (AYUSH) be pleased to state:

(a) the number of herbal gardens in the country, State/UT-wise including Karnataka, Uttar Pradesh and Bhagalpur district of Bihar;

(b) the details of project based support to various Government and Non Government Organisations to develop different types of herbal gardens in various States including Karnataka:

(c) the quantum of funds allocated, disbursed and utilised for herbal gardens along with the land allotted for the purpose during the last three years and the current year, State/UT-wise; and

(d) the other steps taken by the Government to benefit farmers engaged in herbal farming?

(a): Presently, the National Medicinal Plants Board (NMPB), Ministry of AYUSH, Government of India is implementing a Central Sector Scheme on “Conservation, Development and Sustainable Management of Medicinal Plants” under which project based support is provided for ex-situ conservation through establishment of Herbal Gardens. The number of projects sanctioned to support different types of herbal gardens in the country, State/ UT-wise including Karnataka, Uttar Pradesh and Bhagalpur district of Bihar is at Annexure-I.

(b): Under the above said Central Sector Scheme there is a provision to provide project based support to various Government and Non-Government organizations to develop different types of Herbal Gardens viz. Home Herbal Gardens, School Herbal Gardens, Institutional/ Public Herbal Gardens and Herbal Gardens of State and National Importance. The different types of herbal harden supported in various States across the country under the above said Central Sector Scheme during last three years including Karnataka is at Annexure-II.

(c): The State/UT-wise quantum of funds sanctioned, released and utilized for herbal gardens along with area covered for the purpose during the last three years (2017-18 to 2019-20) and current year (2020-21); is at Annexure-III.

(d): Ministry of AYUSH is presently implementing Centrally Sponsored Scheme of National AYUSH Mission (NAM). Under ‘Medicinal Plants’ component of the NAM scheme supporting market driven cultivation of prioritized medicinal plants in identified cluster/zones with in selected districts of States and implemented in a mission mode. As per the scheme guidelines, the support is provided for:

i. Cultivation of prioritized medicinal plants on farmer’s land.
ii. Establishment of nurseries with backward linkages for raising and supply of quality planting material
iii. Post-harvest management with forward linkages.
iv. Primary processing, marketing infrastructure etc.

Under this scheme, subsidy @30%, 50% and 75% of cost of its cultivation is provided for cultivation of 140 prioritized medicinal plants on farmer’s land, depending upon the status of availability and market demand as per operational guidelines of the Scheme.
