Question : Security and Surveillance of Refineries

(a) whether adequate electronic security, fire safety and surveillance systems is in place to combat any possible fire accidents and other dangers in petroleum wells/pipeline and refineries of various Oil Marketing Companies (OMCs) and upstream companies including ONGC and GAIL and if so, the details thereof along with the steps taken by the Government in this regard;

(b) whether steps have been taken to comply with international fire safety norms in the said installations and if so, the details thereof along with the fund allocated/spent during the last three years and the current year, company-wise;

(c) the outcome of safety audit of public/private sector installations conducted by the Oil Industry Safety Directorate and financial penalty imposed on companies found guilty of violating norms, during the above period, company-wise; and

(d) the other steps taken/being taken by the Government/OMCs for safety and security of the installations, various refineries/wells and pipelines etc.?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF LOK SABHA STARRED QUESTION NO.278 BY SHRI PR. SENTHIL NATHAN AND SHRI P.R. SUNDARAM TO BE ANSWERED ON 05th December, 2016 REGARDING SECURITY AND SURVEILLANCE OF REFINERIES
(a) to (d): Petroleum & Gas installations including petroleum wells/pipelines, refineries, marketing locations etc of Oil Public Sector Undertakings (PSUs) are provided with fire safety and security systems as per safety and security norms/standards set up by regulatory organisations like Oil Industry Safety Directorate (OISD) , Petroleum Explosives and Safety Organisation (PESO) & Directorate General of Mines Safety (DGMS). These standards are framed as per laid down procedure. Some of the steps taken by Oil Industry to provide safety and security is at Annexure-I. The total funds spent during last three years and current year for providing safety and security of their oil installations by Oil PSUs is at Annexure-II.
Safety audit of Oil and Gas installations are conducted by OISD. The shortcomings noticed during safety audits are communicated to the concerned organizations by OISD for rectification of the same. Simultaneously, the measures for improvement of safety are recommended for implementation in a time bound manner. OISD monitors the implementation of these measures. Further, OISD has been designated as ‘competent authority’ to enforce Petroleum & Natural Gas (Safety in offshore operations) Rules, 2008, for Exploration & Production (E & P) activities in Indian Offshore. Rule 173 of the said Rules provides powers to impose penalty only for contravention of the above mentioned Rules in accordance with the relevant provisions of the Oilfield (Regulation and Development) Act, 1948.
