Question : Development of AYUSH

Will the Minister of AYURVEDA, YOGA AND NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY (AYUSH) be pleased to state:

(a) the action plan formulated by the Government in respect of strengthening and boosting the use of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy (AYUSH) and medicinal plants and herbs for curative purposes in the country;

(b) the funds allocated and utilised for the purpose during each of the last three years, State/UT-wise;

(c) whether the Government proposes to commence any programme in electronic and print media for popularising traditional Indian medicines among the masses and if so, the details thereof; and

(d) the details of facilities being provided to the tourists visiting India for taking Ayurvedic treatment?

(a) & (b): The gist of the action plan in respect of major Schemes formulated by the Government in respect of strengthening and boosting the use of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy (AYUSH) and medicinal plants and herbs for curative purposes in the country is as under:-

(i) Centrally Sponsored Scheme of National AYUSH Mission:-
Centrally Sponsored Scheme of National AYUSH Mission (NAM) comprises of the components of AYUSH services viz. strengthening of AYUSH educational institutions, facilitating the enforcement of quality control of Ayurveda, Siddha and Unani & Homoeopathy (ASU&H) drugs and sustainable availability of raw-materials for ASU & H drugs in the States/UTs. Under this Scheme, Ministry of AYUSH provides financial assistance to the States/UTs for different activities of AYUSH including AYUSH infrastructural supports. Further, the funds allocated and utilised for this purpose during each of the last three years, State/UT-wise is furnished at Annexure - I.

(ii) Centrally Sponsored Schemes of Quality Control of AYUSH Drugs:-
The Drugs & Cosmetics Act, 1940 and Drugs & Cosmetics Rules, 1945 have exclusive regulatory provisions for Ayurvedic, Siddha and Unani (ASU) medicines. Section 3(a), 3(h), (i) and Section 33-B to 33-O of the Act exclusively pertain to ASU medicines and similarly regulatory provisions for Ayurevedic, Siddha and Unani drugs are prescribed in Rules 151 to 169 of Drugs & Cosmetics Rules, 1945. Regulatory provisions for licensing, manufacturing and sale of Homoeopathic medicines and new Homoeopathic medicines are prescribed in Rules 85B, 85C, 67 A to H and 30-AA of the Drugs & Cosmetics Rules, 1945 respectively. Provisions for misbranded, spurious and adulterated drugs and drugs manufactured or distributed in violation of the prescribed standards along with penal provisions are inbuilt in the Drugs & Cosmetics Act, 1940 and Rules there under.

(iii) National Medicinal Plants Board (NMPB):-

For promotion / conservation / resource augmentation of medicinal plants, presently the National Medicinal Plants Board (NMPB) under Ministry of AYUSH is implementing the Central Sector Scheme for Conservation, Development and Sustainable Management of Medicinal Plants. The action plan under the said Scheme for the next three years i.e. 2017-18 to 2019-20 with a budget allocation / support of Rs.254.87 crores, to achieve the targets is as detailed below:

i. Establishment of 34 Medicinal Plants Conservation and Development Areas (MPCDAs);
ii. In-situ / Ex-situ Conservation / Resource Augmentation of Medicinal Plants in 15,000 Ha.;
iii. Livelihood augmentation through 240 Joint Forest Management Committees (JFMCs) / Bio-Diversity Management Committees (BMCs) / Van Panchayats etc.;
iv. Support to 75 number of project proposals on Research & Development of Medicinal Plants;
v. Support to 100 number of project proposals on Capacity Building / Information, Education and Communication / Nursery / Quality Planting Material (QPM);
vi. Establishment of 51 number of Herbal Gardens; and
vii. Setting-up of 3 Raw-Drug Repositories (RDRs).
The State/ UT-wise fund released and utilized during last three years (2013-14 to 2016-17) under the Central Sector Scheme of National Medicinal Plants Board, Ministry of AYUSH is at Annexure-II.
The Scheme-wise funds allocation and utilization for Plan and Non-Plan is given at Annexure-III and Annexure –IV respectively.
(iv) Central Sector Schemes for Information, Education and Communication (IEC):-
Under the IEC Scheme, the Ministry takes up initiatives for propagation and promotion of AYUSH systems of medicine by organizing Arogya fairs/Melas, Conferences, Exhibitions, Seminars, Workshops, Symposium and also undertaking publicity through electronic multimedia, print media campaigning for awareness amongst the citizens all over the country.

(c): There is no in-hand plan to commence any programme in electronic and print media for popularizing traditional Indian medicines among the masses. However the IEC Division undertakes publicity through electronic multimedia, print media campaigning for awareness amongst the citizens all over the country
(d): The Ministry of Tourism promotes Ayurveda and Yoga through its Incredible India promotional campaign.
