(a): The data on deaths due to extreme weather conditions i.e. winter and cold wave is not being maintained centrally by the Ministry of Home Affairs. However, as per information received from National Crime Record Bureau (NCRB), the details of the deaths caused due to exposure to cold during 2019 are at Annexure.

(b) &(c): From 2016-17, Indian Meteorological Department (IMD) started forecast Demonstration Project (FDP) for winter weather systems and the same is conducted during the period from December to February. It takes care of the prediction of weather associated with winter weather systems like rainfall/ snowfall, fog, cold wave and ground frost.
It is an integrated national campaign including IMD and other institutes like National Centre for Medium Range Weather Forecasting (NCMRWF), Indian Institute of Tropical Meteorology (IITM), Indian Air Force(IAF), Space Application Centre etc. Under this programme, monitoring of the weather phenomena is conducted vigorously during the period using various technologies and different models including Numerical Weather Prediction models. Satellite and Radar products are analysed to predict the development of cold wave and other winter weather systems. A report on the observed as well as forecast weather for next 5 days for various cold wave conditions and other winter weather events like western disturbance, rainfall, snowfall, thunderstorm and fog is prepared on daily basis and the same is shared with all concerned.
